SEE-Law HEC 2023

Special Equivalence Examination for Law (SEE Law GAT) is a test developed for law aspirants who have graduated from international universities/institutions recognised by Pakistan’s Higher Education Commission (HEC) and Pakistan Bar Council (PBC). SEE-Law is a requirement for admission to any Bar Council’s Advocacy Program.

In accordance with the directives of the Honorable Supreme Court, the Higher Education Commission HEC Pakistan is holding a Special Equivalence Examination for Law Graduates from international colleges. The Special Equivalency Exam for Law Graduates (SEE–Law) is administered by the Higher Education Commission, Pakistan (HEC) at overseas institutions.

Background of HEC SEE Law

Special Equivalence Examination of Law is conducted by the HEC in order to comply with Supreme Court of Pakistan’s order dated March 6, 2018 and the judgement dated August 31, 2018 passed in C.P.134/2012 titled “Pakistan Bar Council vs Federation and others” and to comply with PBC Legal Education Rules, 2015. (SEE Law). Before they may apply to the Bar Council for registration as an Advocate or Lawyer, foreign law graduates must first pass the SEE Law test before taking the Law Graduate Test (Law GAT).

As a result, a law graduate from a foreign institution will only be qualified to apply to a Bar Council for registration as an advocate provided they pass the SEE Law Test administered by HEC Pakistan.

How to Apply for SEE Law Exam?

  • The HEC website should be used to register applicants.
  • Roll Number Slips may be downloaded at http://etc.hec.gov.pk a week before the examination date for those who enrolled online.
  • The date, time, and location of the test will be sent to all enrolled candidates through email or text message.
  • A copy of the Roll Number Slip and the original CNIC will be needed for entry into the examination centre.
